Police officers suspected the driver of being distracted by his phone and attempted a traffic stop. When the driver failed to stop, officers initiated a high-speed pursuit that crossed county lines and cut through a densely populated area at speeds exceeding 100 miles per hour.
As feared, the pursuit ended in tragedy. Four innocent bystanders were struck. Three sustained serious injuries, and one lost their life.
A lawsuit was filed against the police department for violating its own pursuit policies and procedures, including the requirement to evaluate risk and public safety before engaging in a chase of this magnitude.
